Allow checking for upgrades manually

As suggested in https://lists.autistici.org/thread/20241105.114431.6f498f15.en.html.

Proposal

  1. Add an option --report-no-upgrade for tails-upgrade-frontend-wrapper.

    This option would cause a dismissable display

    You are currently running the latest version. There is no upgrade available.

  2. Add a button Check for Upgrades to Applications → Tails → About Tails that would start tails-upgrade-frontend-wrapper --report-no-upgrade.

That's a bit how macOS does it, thought we should not copy them blindly:
