Previously, invoking tails-documentation with a URL as an argument would
have resulted in this link being converted to a relative path, then
converted to an URL, which would then be passed to tor-browser.
Now, this is short-circuited.

Invoking tails-documentation with a relative path as an argument would
still result in a double conversion: the relative path is converted to a
URL, which is passed to tor-browser, which, if we're online, might
convert it back to an absolute path.

Without this it becomes executable. Yes, this is a bit nitpicky and
doesn't matter, this file just must be readable by the amnesia user,
that's all.

Notably, this also moves the logic for handling local pages into the
tor-browser script so it's solved everywhere, which goes nicely with
the plans to deprecate tails-documentation (#20144). But since
the logic is moved from tails-documentation it also loses the control
needed for its --force-local, which was only use by TCA, but it's no
more relevant there than anywhere else, so we drop it.
