Prevent users from creating Persistent Storage when they have broken backup GPT

!1611 (merged) was about warning the users about the problem they are experiencing, and giving them suggestions.

This is a first start, but we know that just giving info to users is often not enough. A better UX could:

• give information in a context in which the user will understand them more. ie: when creating Persistent Storage
• prevent users from shooting in their feet by creating a Persistent Storage
