Redesign language switcher and add to footer
I think that we should:

Use the full name of languages instead of abbreviations (eg. "PT") -
Merge all languages in a single switcher -
Use a world icon: https://thenounproject.com/icon/world-5225317/ (I've seen it in many places) -
Display the name of an available language in that language -
Keep the switcher in the top right but also add it to the footer (I've seen this in many places) -

User research findings

During #18784 (closed), P2 had a hard time understanding how to switch the language from English to the Portuguese translation on the website. She went very close to the widgets and also looked in the footer.

During #18648 (closed), P1 and P2 didn't realize that there was a Spanish translation on the website.
