Puppetize last config changes

As mentioned at sysadmin#17338 (closed) and tails#17649 (closed) we changed permissions for a better translation workflow. This were changed on the web interface, but were lost because not enforced in puppet.

Here some of the configuration changes in puppet, plus a new one: allow automatic translation, which is to import translations for strings already translated in other weblate components (for example, 'Known issues'). More information about this feature at sysadmin#17767
