Migrate time-based APT snapshots to Systemd units

  • Double-check variable substitutions and escapes
  • Check if stat-db-files also need to be ported → No.
  • Check who needs to be notified of failures and fix accordingly
  • Make sure shutdowns will wait for the service to finish
