Draft: Migrate time-based APT snapshots to Systemd units

Missing:

  • Test if variable substitution works on the Puppet level
  • Check if stat-db-files can be run with ExecStartPre
  • Check who needs to be notified of failures and fix accordingly
  • Make sure shutdowns will wait for the service to finish
