More recent git-annex fixed a bug that made it not entirely quiet despite
the --quiet option. I believe that bug is the reason why our "Update local
mirror of" cronjobs are spamming sysadmins.

to  apt::preferences_snippet.

Otherwise, one cannot use the tails::git_annex::mirror define more than once,
which defeats the purpose of making it a define in the first place.
