d/rules: Move/rename third party Python modul temporarly

Upstream provides some Python moduls within the folder third_party which
are required for the build of various components.
One of them is typing-extensions, but the provided version in the
shipped modul is < 4.2. Due Debian is shipping in unstable Python 3.12.5
the shipped typing-extensions version is too old for the tool chain and
the build isn't even starting.

We need to rename the folder so the tool chain is then using the modul
that is installed on the system.

We probably need to revert this hack for the build on stable and older.
