Bug 1370217 - Avoid spellchecking language disclosure in Content-Language header

Out patch was upstreamed, but with the new name
mail.suppress_content_language, and it sets the language to "" instead
of our "en-US". I'm just updating this patch in case we'll need it,
but I'll try to go with the now upstreamed pref, hoping it does what
we want.
