Make a few user-facing strings localizable

intrigeri requested to merge 19349-i18n-strings into stable

I've verified that:

  • ./refresh-translations adds these 4 strings to the POT and PO files
  • the 2 strings in Tor Connection are still displayed correctly in English
  • the 2 strings in the Welcome Screen are still displayed correctly in English
  • Jenkins is not more unhappy than usual
