Make sure wayland doesn't fallback to X.org

I just... deleted most x.org bits.
How I tested it:
at boot, I use break=init
. Then I edit /root/etc/gdm3/daemon.conf
, uncommenting #WaylandEnable=false
.
I make the boot go on. Now it's stuck at the systemd log, which is good.
I do not think this will be good enough for a real Wayland-based Tails: I think what we will need to do is to display a clear, informative text about how we couldn't manage to run Wayland and therefore Tails will not be usable.
But I think the current behavior is good enough for #19000 (closed)
