Resolve "TCA status does not reflect the current status of the connection to Tor"

With this MR, TCA will use /run/tor-has-bootstrapped/done as the only source of truth to the "Is tor working?" question.
The subtle part here is handling this change, more than detecting it: it could happen in any moment, and TCA should handle it properly. So that's what I'd like the reviewer to focus on, while testing.
