Remove leftovers of ikiwiki.cgi

Zen Fu requested to merge wip/sysadmin-17364-remove-traces-of-ikiwiki.cgi into master

  • Remove the mirrorlist IkiWiki plugin: we don't use it and it used to rely on existence of ikiwiki.cgi

  • Remove robots rule for ikiwiki.cgi as that entrypoint doesn't exist anymore.
