Fix cryptsetup backport

The current one (2:2.6.1-5~deb11u1) isn't liked by needed-package-updates so the automated test fails.

This is a follow-up on !1209 (merged) for #19728 (closed)

1. Drop/revert commit e595ca8c in this branch that is pinning cryptsetup 2:2.6.1-4~deb11u1~tails1
2. Remove cryptsetup 2:2.6.1-5~deb11u1 from the stable APT suite
