Tor browser brings whole system to a halt unless ulimited

On systems that only meet the bare minimum requirement (1GB) if you use the tor browser for any period of time you end up using more than about 700MB of ram, and the whole system becomes unresponsive. It’s possible to keep the system responsive by preemptively using ulimit to set limits on how much memory the browser is allowed to use before crashing. From the perspective of a new tails user either option is frustrating: either the browser crashes, forgetting that context, or the whole system crashes. It’s probably better to minimize the crash to the browser, but I’d at least like to throw out the possibility, especially for users in developing regions with not-very-powerful hardware, that the whole system can become unresponsive is, in fact, an issue either way, though not really a bug per se (since the limit could be seen to be on the environment, not on the software itself)
