Tor TransPort has no isolation flags

We likely cannot set more than IsolateDestAddr, as if a MUA is pointed at a HS and uses POP-before-SMTP, then IsolateDestPort will break. We should enable IsolateDestAddr for the TransPort, and see if anything breaks.
