Show confirmation dialog before Choose Passphrase dialog when cloning Persistent Storage

When cloning the persistent partition the Choose Passphrase dialog is shown before the confirmation dialog, which sajolida agrees is the wrong order (see this thread: #20247 (comment 233205)), so let's reverse their order.
