No spinner over desktop when starting an app

Screencast from 5.15, taken while investigating #19441 (closed):

Spinners are a bit buggy but at least display correctly when starting the Files browser and the Additional Software settings when the cursor is on the desktop (starting at 0:00:30).

The spinners that were displaying when starting the Files browser and the Additional Software settings when the cursor is on the desktop are not displayed anymore (starting at 0:00:20).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
