Support conflux circuits
See "[Tails-dev] new features coming in to be aware of". @anonym's initial analysis suggests we'll need to update:
- OnionCircuits
- OnionGrater
We can split this issue into smaller ones whenever it helps.
Timeline:
- "the legacy tor daemon recently got two new features in alpha" => likely we can already start working on this
- "The browser team will be working with ux on any required ui changes during the next release cycle, so if Tails has an analogous thing outside of Tor Browser you can probably follow our lead there."
- "These feature are expected to hit stable around the end of this summer (so in a few months)."
Deadline

When we'll switch to 0.4.8, looking at the man page, there will be a ConfluxEnabled
option which could help us. But it doesn't mean we're 100% sure we don't need to do anything: there might be syntax in the controlport protocol. (no idea, just guessing).
