Pull only reviewed code translations from Tor's Weblate

Context for the previous status quo: #16774 (closed), !113 (merged)

This impacts us in those ways:

• unreviewed translations could have bad quality
• having unreviewed translations merged creates unnecessary workload when releasing Tails. In fact, when translations are refreshed,lint_po will most probably complain, and the RM needs to revert all those files one by one.

In #19322 (closed) we had to switch to importing all translations, even those that have not been reviewed. See the discussion there for leads about how we could go back to importing only reviewed translations. The corresponding work could happen on Tor side and/or on Tails side, so cc @emmapeel.
