Email saved from WhisperBack on failure is encrypted
While dogfooding Tails 5.8~beta1, I tried sending a WhisperBack message but failed.
WhisperBack offered me to save the message. That's nice, but the resulting email is encrypted.

- As the sender of the message, I can't read and edit it anymore, possibly to edit it or check the logs myself.
- As a Tails worker, I'm not in control of the PGP key to which this email is encrypted, so I can't read it either.
- I tried to send the GPG blog on tails-bugs@ and get Schleuder to decrypt it, but I got a huge base64 blog in return.
(Interestingly, the WhisperBack report was actually sent. So whatever error message I got was misleading.)
