Improve search in language and keyboard selection widgets

User research findings

  • During #18784 (closed), P3 searched for "english us" in the keyboard selection widget of the Welcome Screen and got no results, despite "English (US)" being available in the list:

  • During #18648 (closed), P1 and P4 searched for "esp" and got no results despite "Español" being available in the list:
