Scenario: "Upgrading an old Tails USB installation from another Tails USB drive" after-hook is racy
The last step in the scenario unplugs the internal drive. This triggers Tails automatic shutdown.
An After
hook will shutdown Tails. This might or might not work:

A solution could be to just accept this exact exception.
