Remove the traillink plugin
The traillink plugin is the stuff that gives link to the pages before and after in the doc:

I'm really wondering whether we should keep the traillink plugin on our ikiwiki.
We had traillink since the beginning of time, under the assumption that people might go through our doc as people read through the books of a chapter.
I don't think that anybody ever does this.
Some small advantages of removing the traillink plugin:
- Less ikiwiki updates when updating 1 page (I guess)
- Easier translation by removing code from Markdown pages
- Less clutter in the navigation part of the page
- Less CSS, not much, but removing CSS bits is always good
- 1 less ikiwiki-specific feature we actively use ⇒ 1 less potential blocker for #18721
If we do that, I also want to try to separate index pages with empty lines to split each line in a different PO string.

Remove HTML tags on these lines, eg. <i>

Update ikiwiki.setup -
Notify sysadmin about plugin deactivation -
Test splitting bullet lists in PO files
