Locales are not translated anymore in the Welcome Screen

I noticed that when changing the language, the language and format names are no longer translated in the Welcome Screen. They were translated before. I traced that regression back to #17139 (closed):

In a recent Tails, this command prints French:

python3 -c 'from gi.repository import GnomeDesktop; print(GnomeDesktop.get_language_from_code("fr", "fr_FR"))'

In Tails 4.9, and after installing locales-all in a recent Tails, the command prints Français instead.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
