Use the tarball with all Tor Browser langpacks

boklm and I did https://trac.torproject.org/projects/tor/ticket/32676 so we can now:

  • Adjust config/chroot_local-hooks/10-tbb to only download the en-US tarball + this new one
  • Update wiki/src/contribute/release_process/tor-browser.mdwn accordingly
  • Verify if we have anything else that needs to be aware of this new tarball (apt-cacher-ng config springs to mind)

This will make life easier for RMs and developers with poor Internet connections, and will save storage space on our servers.
