Feasibility study on request tracker for help desk

Originally created by @sajolida on #15922 (Redmine)

The objectives of the study would be to:

  • Evaluate existing tools against our requirements.
  • Choose a tool.
  • Maybe update or clarify our requirements along the way.
  • Build a budget for building the platform.
  • Think about a maintenance plan and budget.

A friendly contractor is happy to help us with that but it wouldn’t make sense to ask him to do the study without involving our sysadmin team. They are very busy and lacking manpower, so the next step is for our sysadmins to update their plans and budget in 2019Q2.
