Network trouble when attempting to start Tails in a VM

Hello,
After several mail exchanges with the Tails support, no one was able to tell me where the network attacks (Dos) came from, which I detected several times when starting “Live Tails” (external USB 3.0 stick).
I ran my tests on two virtualization platforms:
1) host machine running Windows 8.1 Pro with VMWARE WorkStation 12 Pro
and a virtual machine (tests performed with Tails 2.3, 2.4, 2.9.1)
2) host machine under CentOS 7 running under KVM (tests carried out
with Tails 2.3, 2.4, 2.9.1)
The results are identical (see attachment)
Please note that my network is protected by a VPN.
I noticed that TLS traffic was missing during the initialization phase on the Tor network when Tails 2.3, 2.4 and 2.9.1 were started for several minutes. I obviously fixed the attack “Dos” (see extract WireShark attachment) which unlocked the start of Tails after about 6 minutes. At each of my tests the result is the same.
