Step "the Tor Browser shows the [...] error" is fragile

We noticed that it happens to fail sometimes (3 times in the last 50 days, as noted on #11087 (comment 63109)). Dogtail seem to find the page opened by the Tor Browser, but not its heading. Debug log and infos are pasted on the previously mentioned note. Attaching the video to this ticket.
