All stem-based applications will subscribe to SIGNAL, CONF_CHANGED and STATUS_SERVER events during controller initialization. They are only used for invalidating caches for those things, but that's irrelevant since we don't use those things. So AFAICT they are safe to suppress (which the onioncircuits profile has done for 5+ years seemingly without issue).
