Enable and update Weblate permission checks (sysadmin#17338)

hefee requested to merge hefee/puppet-tails:hefee/weblate_permission into master

Currently the permission set does not match 100%.

I excluded these groups from the users, as those groups are only applied to admin users and IMO the users should removed from these groups.
