Remove automatic DNS updating from mirrors.git

sysadmin-18048-disable-DNS-updates-from-git into master

With the handover of mirror management from Mirrors Team to Sysadmins, we decided to kill the mirrors.git repository and automatic updating of DNS config based on post-update Git hooks.
