give admins the ability to see the update-staging-website error log

emmapeel requested to merge emmapeel/puppet-tails:weblate_see_errors into master

ikiwiki is failing on the weblate staging wiki, but I cannot see why, because I am not allowed to tail the error log.

Here a patch to let translation server admins see the file /var/log/weblate/update-staging-website_ikiwiki.log on translate.lizard.
