Update Weblate integration repo submodules

Having submodules state differ from Canonical is not a problem for our
Weblate integration scripts, only for admins that might need to do
hands on. Let's anyway try to workaround by updating/initializing
submodules in the integration repo when there are changes in canonical
repo.
