import common code from node defs to the base profile

This commit adds to our base profiles 9 profiles that are included in
all Tails nodes:

  tails::profile::apt
  tails::profile::base
  tails::profile::etckeeper
  tails::profile::firewall
  tails::profile::grub
  tails::profile::network
  tails::profile::nonfs
  tails::profile::rbac
  tails::profile::sysadmins

The diff is more complex because i also took the oportunity to sort the
profiles by name.
