Remove ModSec completely, until we can re-evaluate (sysadmin#17870)

Weblate team observed and also received reports about the website being
unusable because of ModSec, and decided to remove it for now until we
have the chance to re-evaluate it's need and proper configuration with
the new containerized setup.
