Import the Tails profiles into this repo

refs tpo/tpa/team#42096

⚠️ This changes the namespace of exported resources, so some things will break until new exported resources are propagated to all nodes:

• SSH keys
• TLS certs
• host definitions
• VPN firewall
• monitoring of TLS, HTTP and onion services

This is one more step towards the merge of Tails and TPA puppet repos and servers.

• Move all code from puppet-tails.git to site/profile/{manifests,files,templates,lib}/tails
• Move everything from tails::profile to profile::tails
