remove the Puppet ENC

After merging Puppet repositories and server we'll use TPA's ENC, so
let's prepare for that by ditching it on the Tails side.

Note: the actual ENC executable file at /usr/local/bin/puppet-enc should
be manually removed after deploying this in production.
