# Conclusion (November 2025)
We decided that the first thing we want to have is VPN Browser.
The VPN can be activated at any time, ie: there should be nothing about VPN in the *Welcome Screen*.
VPN and Tor will be shown in parallel, without any hierarchy between the two. As an example, we might add a
VPN icon to the torstatus onion icon we have right now (the one which opens onion circuits).
We want to only allow configuring one VPN at a time.
We're still torn about which UI to use as a frontend for Network Manager. Among other advantages, having a
custom UI will make it easier for people to connect to a captive portal first, if they haven’t started Tor
yet. Because, right now, captive portal detection is only integrated in Tor Connection.
We want to have a way for users to persist their configuration. This is not part of the MVP. Even when we do
this, we don't want to autoconnect to VPN ever. VPN Connection settings will popup when opening the VPN
Browser.
We are already envisioning some follow-up, especially allowing other applications to have their traffic
routed through the VPN. The main usecase is Signal, where the ability to make calls depends on this.
