We don't (normally) include changes from the wiki sub dir in the
changelog, but they typically make up ~half of the commits. Omitting
them saves quite a bit of manual filtering when going through the
generated changelog later.

Force --passive-ftp in our wget wrapper, and use dpkg-divert to
replace /usr/bin/wget instead of having a second wget in $PATH.
