Add configuration file for system torsocks.

In this file, set AllowOutboundLocalhost to 2.
When set to 2, in addition to TCP connect(), UDP operations to
the loopback interface will be allowed, bypassing Tor.

This should fix #11736: programs trying to resolve the local hostname
printing confusing error messages.
