NetworkManager time hook: fix for when getting unverified-consensus

This happens if the clock is so much off into the future that the
authority certificates are "expired". Unfortunately, Tor doesn't know
how to rewrite unverified-consensus into cached-consensus, so we have
to do that manually until it is fixed in Tor.
