Set APM level to 128 on battery, and to 254 on AC power, as a sid desktop system does. 254 is chosen to avoid causing excessive head load/unload cycles. 128 is chosen because it's the best we can do without going as far as 127, that has its load of issues (e.g. Debian bug #684241)
