This works fine when building from time-based APT snapshots,
because APT knows these packages *exist*.

This breaks the build from tagged APT snapshots, that don't include
these packages (because we never need them during the build).

I've seen people understand this as *they* having to invoice one of our
fiscal sponsors, which is not what we mean here.
