IUK, perl5lib release process: try to increase chances that we actually add new PO files.

While preparing a tails-iuk release, I've just imported PO files for 13 new
languages, while some of them were available since months, so it looks like
we've been regularly ignoring these new PO files. Let's try to fix that.
