Test suite: collect logs of tor & friends when we timed out waiting for TCA to connect

This is an unexpected failure and in such a situation, chances are that some
useful information will be in the logs of tor and obfs4proxy, so let's collect
them by raising an exception that is_a?(TorBootstrapFailure).
