Add set_vm_mmap_rnd_bits boot script

* Dynamically determine at runtime, during the initramfs stage, after the
  root has been mounted but before turning over to the real init, whether
  vm_mmap_rnd_bits in /etc/sysctl.d/mmap_aslr.conf must be decreased to
  match the maximum configured in the RPi kernel
