tps: Bump the unlocking timeout to 120 seconds

Similar to #19347, where we got bug reports about activating Persistent
Storage failing because of a timeout in the Activate call, we now got
several bug reports where the Unlock call timed out. We try the same
solution: bumping the timeout.
