tps: Fix incorrect PropertiesChanged signal 

Changes of the IsActive and IsEnabled properties were signaled with the
same PropertiesChanged signal, causing the UI to briefly display an
"inconsisteng state" error. We now signal changes of IsEnabled, IsActive
and HasData all with the same signal.
